As a parent, I would want to know. Not as a complaint, just so I could send something down with them or at least thank you. My daughter has an aunty like this in our building and I only found out after a month. It might also be worth letting the parents know about the bathroom, simply so someone knows where the children are at a given time. Would a short message in the building group work, or is that too public?

Tell the parents, yes. When my daughter was small, in our building in Moosapet, one uncle on the ground floor gave all the children glucose biscuits and water every evening. We found out only when she started calling him Biscuit Uncle at home. She is in class 12 now and still stops to talk to him on her way up.

The 'good biscuits' request made my day. Ours is still a baby, so this is years off for us, but I hope there's someone like you in our building when she's that age ❤️ Maybe keep a jug of water and some cups by the door in the evenings, so you're not opening up every five minutes?
