Someone in our area ran a small toy library from their home a while back. I'm not sure it's still going, so I won't send you on a wild goose chase. Ask in your apartment group, these things travel by word of mouth.

Will try. Our apartment group is 90% parking complaints but worth a shot

That's exactly my worry. Did they say how they cleaned the returns?

or rotate. half his toys go in a box on the loft, swap every two weeks. still works on my 5 yr old, she thinks they're new

We used a rental service for puzzles and early books when our daughter was 3 and had no complaints. Before signing up, ask how returned items are cleaned and whether you choose the items yourself or they send a fixed box. The fixed boxes were the weak point for us.

Grandmother's view: a steel tumbler, two spoons and a cardboard box kept my granddaughter busier than anything we ever bought 😄
