Thinking of starting a baby-things swap shelf in our Kompally apartment. How do you stop it becoming a dump?

Son is 7 months and we have a pile of outgrown stuff that's been in the car boot for weeks 🤷 There are at least six other babies in our block, so I'm thinking of a shelf in the clubhouse where people leave things and take what they need. My worry is it turns into a place to get rid of broken junk. Anyone run something like this? Did you have rules, like washed, all parts present, buckles working, a date label? And did someone have to check things, or did people manage it themselves
