Arre, that is strategy. Prioritisation, very important life skill :) I see it every week at school too, the planning meeting always takes longer than the work.
Same thing in class group work. Ten minutes on the team name, the poster gets made in the last five. The name is non-negotiable though, it's half the fun for them.
