Seventh on a class 4 waiting list since April. Do seats really open after the term starts?

We applied in March for class 4 at a school ten minutes away and were told our daughter is seventh on the waiting list. The office said they would call if a seat opened. We have had no update since April. Two questions. Do seats open in practice once the session has started? And if they did call in September, would you move a child partway through the year, or simply reapply for class 5? Experience from anyone who has been on such a list would help more than general opinions.

my elder one's class got two new kids in august one year, from a waiting list i think. so it does happen. would i move her for half a year? i wouldn't. but that's me

I've only been on a daycare waiting list, not a school one, so take this with that in mind. Seventh with no word in four months suggests the list isn't being actively worked. A polite email asking how many class 4 seats opened after June last year would at least give you a base rate. Have you asked them that directly?
