Rough book first, then a neat copy in the fair notebook. Is every class 4 doing this?

Since the new term our son's teacher wants every answer written in the rough book first, checked by a parent, and then copied neatly into the fair notebook. On a normal evening that is three subjects, so he writes everything twice. Homework that should take forty minutes is taking close to two hours, and by the copying stage he is tired and careless, which defeats the point. I understand why a teacher would want it. I would like to know whether other ICSE schools keep this up all year, or whether it is reasonable to ask if he can do it for one subject only. We have not raised it with the school yet.
