Class 2 report says 'reading fluency needs improvement'. Teacher couldn't say what to work on

PTM today. Every other line on the report was fine. When I asked what fluency means here and what we should do at home, the answer was 'read more'. He already reads every night. He understands what he reads and can retell it. So what are they measuring? Speed? Reading aloud? If anyone has had this comment, what did it turn out to mean?

Ask for the actual measure. At both my children's schools 'fluency' meant reading aloud at a reasonable pace with some expression, and the teacher had a words-per-minute figure from a timed passage. Ask what number they expect and where he is. If it's speed, the ordinary routine is ten minutes of reading aloud to you each day, not more silent reading.

Words per minute I can work with. Expression I'm less convinced is a real problem at this age. He reads like he's announcing train timings, but he understands all of it. Will ask for the number on Monday.

      Replying to @citrus_window_8371

Not who you asked, but my younger one read exactly like that ❤️ What helped a bit was taking turns. I read a page doing all the silly voices, he read the next, and he started copying the voices to beat me. Can't say it changed any report, but bedtime got a lot louder.
