Younger one is a slow eater and the lunch break is 20 minutes

My UKG son comes home with half his tiffin almost every day. He isn't fussy, he likes what I pack. He just eats slowly and talks, and the break ends. I can send less, so at least he finishes something, or I can change what I send to things that are quicker to eat. Less food means he's starving at pickup. Changing the food means more planning every evening. I haven't decided which problem I'd rather have.

Smaller pieces helped us. Everything cut to one-bite size, rotis torn up instead of rolled. He finishes most days now.

Before changing the food, I would check how long he really gets to eat. With my daughter, the 20 minutes included washing hands and walking to the dining area, so it was closer to twelve. Once I raised it, the teacher let the slower children start a few minutes early. I can't say every school will do that, but it's worth asking.
