Daycare spares keep going back into his cupboard instead of his bag

Third note from daycare this month saying there's no spare set in his bag. The clothes exist. They get washed, folded and put straight back into his cupboard, because that's where clothes go, and whoever packs the bag in the morning doesn't think to check. Both of us do laundry and we split drop-off days, so it isn't one person forgetting. The system just lives in nobody's head. What I've started this week: a small cloth bag on the bedroom door handle that only holds daycare spares. Washed spares go in there, never the cupboard. Two days in, it has worked once and failed once. The failure was that the bag was empty and the cupboard became the backup, which I suppose is still better than a note. If anyone has a setup that lasted past the first enthusiastic week, I'd like to hear it.
