The park friendship circle keeps changing

My son has one child he always looks for at the play area. When that friend does not come, he acts as though nobody else exists. I do not want to force introductions, but I also do not want a missed playdate to spoil the whole evening. What helps young children approach a wider group gently?

I started arriving at the same time on weekdays and let him observe before joining in.
