Stroller or carrier for a 3 month old in Chandanagar?

We were given a stroller as a gift and have used it exactly twice. Our lane has no footpath, the main road footpath has a step every twenty metres, and the one time we tried the park the wheels picked up half its mud. I have been using a cloth wrap for short walks and our daughter seems to like it, but she is getting heavier and my back has started to object. For those living in similar areas, did you move to a structured carrier, or did the stroller become useful once the baby was older?
