Is a small birthday enough for a preschooler?

My daughter is thinking a birthday must include an enormous return-gift bag because that is what she remembers from other parties. I want something modest but still enjoyable. Before committing, I would like to hear what other parents did when the child’s idea of a celebration had become mostly about the bags.
