A basic contact phone and a much bigger request

Our son needs a way to contact us on some activity days. He sees the need as a reason for an unrestricted smartphone. I want to discuss what the phone is actually for before purchasing anything. What did parents decide to test first: travel plans, rules, or the kind of device?
