Does a neighbourhood swap table need any rules?

Our building has a proposed table for outgrown school supplies and craft materials. One person wants a detailed inventory, another wants a free-for-all. We haven't even agreed where it should stand. What two rules keep this practical without creating another committee?

Only leave items that are clean and usable; take what you need.

Decide who clears leftovers at the end, otherwise the table becomes storage.
